The Assessment Data Journey: Are We There Yet?Data for Part B Indicator 3 follow a long and complicated process that begins when a student is registered as a test taker in a state assessment system and ends with public reporting via the SPP/APR. Multiple factors are involved in this process, and regular and ongoing communication and collaboration among the various people involved can make this process easier. This suite of four resources can help states with the work. The interactive infographic provides general information about the process for a typical state.

Statewide Assessment: Indicator 3 Measurement Changes From FFY 2019 to FFY 2020–2025This resource offers a side-by-side comparison of the SPP/APR Part B indicator measurement tables for FFY 2019 and FFY 2020 to highlight new SPP/APR reporting requirements and measurement changes to Indicator 3. The majority of students with disabilities participate in regular statewide assessments, and a small percentage of students with the most significant disabilities participate in alternate assessments. In FFY 2020, OSEP requires states to disaggregate statewide assessment results for these two groups of students with disabilities (i.e., those who participate in the regular assessment and those who participate in the alternate assessment). OSEP also requires states to calculate a “proficiency rate gap” between students with and without disabilities who participate in the regular statewide assessment.

State Determinations of Local Education Agency (LEA) PerformanceThis resource provides a summary of findings from 28 states’ publicly available LEA determinations processes. States can use this resource to learn more about the data elements, calculation methodologies, and determination category criteria these 28 states used for making LEA determinations. This information can be particularly valuable for those states considering revisions and updates to their own LEA determinations processes.

SPP/APR Indicator CardThe SPP/APR indicators measure child and family outcomes as well as compliance with the requirements of IDEA. This quick-reference resource from IDC includes a list and brief definition of all the Part B FFY 2020–2025 SPP/APR indicators (including the new Indicator 18!), as well as a list of file specifications associated with each of the seven IDEA 618 data collections, all in one convenient package. Print one out here or contact your IDC State Liaison for a laminated version you can carry along wherever you go.

Section 618 Public Reporting RequirementsThis tool provides an overview of the public reporting requirements for IDEA Section 618 and processes for fulfilling the requirements. The tool annotates Section 618 legislation to name relevant data collections, file specifications documents, and user guides. Through a question-and-answer format, the tool highlights common processes and critical considerations to complete the requirements and points to external resources for further support.

Navigating Uncharted Waters: Engaging Stakeholders in Part B Indicator 3 Baseline and Target SettingThis customizable resource includes a PowerPoint template and presentation notes that provide states with an overview of the Part B SPP/APR reporting changes to Indicator 3, which addresses participation and performance of children with individualize education programs (IEPs) on statewide assessments. The resource reviews the new requirements related to stakeholders, particularly parents, in the SPP/APR and implications for Indicator 3 and shares strategies for engaging stakeholders in the optional baseline and required target setting processes. States are able to customize the information in the PowerPoint to reflect their own contexts and to meet the needs of different audiences.

Interactive Public Reporting EngineThe Interactive Public Reporting Engine displays the complete set of IDEA data that states collect and submit to OSEP to meet the requirements of Section 618 of IDEA. This tool displays each dataset and the required disaggregations such as race/ethnicity, gender, and age. It provides a more dynamic way for states to meet the 618 public reporting requirements, and linking to the tool fulfills the public reporting requirements. In addition, use of the tool promotes conversations about how to improve results among families, teachers, schools, related service providers, administrators, policymakers, and other interested stakeholders.
