    Supporting and Reporting CEIS

    Panel presenters from IDC, NCSI, and the Wisconsin Department of Public Instruction discussed CEIS including required and voluntary implementation as well as activities that may be provided using these funds. Presenters also reviewed IDC's Navigating CEIS White Paper and FAQ documents and discussed data and fiscal requirements for LEAs implementing this program. Additionally, Rachel Zellmer described how Wisconsin administers CEIS and works with its LEAs to ensure appropriate services are provided that maximize impact while addressing, if appropriate, why the LEA was identified.

    Statistical Methods for Protecting Personally Identifiable Information in Aggregate Reporting

    This SLDS Technical Brief examines what protecting student privacy means in a reporting context. Current reporting practices are described and each is accompanied by an example table that is used to consider whether the intended protections are successful. The Brief illustrates that some practices work better than others in protecting against disclosures of personally identifiable information about individual students. The Brief concludes with a set of recommended reporting rules that can be applied in reports of percentages and rates that are used to describe student outcomes to the public.

    Protecting Student Privacy While Using Online Educational Services

    This document from PTAC addresses privacy and security considerations relating to computer software, mobile applications (apps), and web-based tools provided by a third-party to a school or district that students and/or their parents access via the Internet and use as part of a school activity.     Maintenance of State Financial Support (MFS): Challenges, Tools, and Technical Assistance: What Have We Learned and How Can We Help?

    CIFR staff shared general findings from interviews with states on their practices and challenges in reporting data for MFS. Participants learned about the newly developed CIFR MFS toolkit designed to help states document and report MFS data. The session also described how CIFR has directly supported states experiencing MFS issues through targeted and intensive TA.

    LEA Maintenance of Effort (MOE)—The Big Picture for State Educational Agencies (SEAs) and LEAs

    The IDEA requires LEAs to annually maintain their local or state and local expenditures for the education of children with disabilities. SEAs are required to ensure that LEAs are in compliance with MOE. The CIFR and the IDC presented the basics of LEA MOE options to meet the MOE requirement, the allowed exceptions to reduce MOE, consequences of MOE noncompliance, and fiscal and program requirements necessary to determine the LEA MOE eligibility and compliance. A representative of the Wisconsin Department of Public Instruction shared the state's success story and processes.
