The IDEA Part C Confidentiality Checklist outlines the various confidentiality provisions of IDEA law in an easy-to-understand format in order to support agencies in complying with privacy and confidentiality provisions under IDEA Part C. The checklist also provides a means for documenting implementation practices states may need to follow or actions they may need to take to implement or improve implementation of the confidentiality provisions.

In this workshop, states set the stage by telling a story of how they engage stakeholders using data visualization techniques for effective communication. Session presenters introduced the IDC Part B Indicator Data Display Wizard to help states create data displays quickly and easily using SPP/APR data. In an interactive activity, participants discussed their current experiences with data use and communication and how the IDC Part B Indicator Data Display Wizard can help them create or improve a state’s current data visualization and communication process.

When used together, qualitative and quantitative data provide strong evidence for change and can better inform continuous improvement efforts. This workshop focused on ways to conduct meaningful qualitative analysis and use it effectively with quantitative analysis. Participants had the opportunity to learn more about specific approaches to qualitative analysis and how to apply those approaches to an example dataset. Presenters then asked participants to think critically about how to use both qualitative and quantitative analysis to interpret and effectively present data.

This workshop provided a brief overview of the new IDC IDEA Part B 616 Data Processes Toolkit. Several states that have piloted the toolkit shared their experiences with creating data processes for the SPP/APR indicators, building capacity of data stewards, and instilling a culture of high-quality data. Presenters facilitated discussion that helped participants understand the value of data processes documentation and afforded them an opportunity to experience preparing for and beginning this work.

Presenters and participants discussed strategies that SEAs can use to help LEAs in collecting section 618 and other state-required data that is of high-quality. They explored IDC’s Knowledge Lab that lists various resources around different data collections. The Knowledge Lab contains many resources designed to help SEAs and LEAs gather, collect, validate, and report high-quality data. The discussion allowed for state input on how the state uses or can use these resources.

This webinar focused on key components of the new significant disproportionality regulations presented in §20 U.S.C. 1418(d) and 34 CFR §§300.646 and 300.647. The regulations require states to determine whether significant disproportionality based on race/ethnicity is occurring with respect to the identification of children as children with disabilities, including identification as children with particular impairments; placement of children in particular educational settings; and incidence, duration, and type of disciplinary actions, including suspensions and expulsions. Timeline for state compliance is July 1, 2018, and states must make significant disproportionality determinations using new methodology during SY 2018-19. The webinar highlighted new OSEP Significant Disproportionality Resources and included resources that comprise IDC's Disproportionality and Equity Resource Collection. The webinar was part of IDC's Discipline Peer-to-Peer Exchange.

The presentation reviewed a new TA tool that summarizes the basics of reporting IDEA discipline data in the six EDFacts file formats. Presenters described and demonstrated the new IDC infographic, discussed how SEAs and LEAs can use it to improve the quality of their discipline data, and requested audience input.
