    SPP/APR Indicator Card

    IDC has created a laminated card that states can use when referring to the Part B SPP/APR Indicators. Indicator cards are available for the FFY 2019 SPP/APR and for the FFY2020-2025 SPP/APR. The front of the card has the Part B Indicators and the back includes information about the SSIP Indicator B17. States can contact their IDC State Liaisons for more information or to obtain the card.     The Assessment Data Journey: Are We There Yet?

    Data for Part B Indicator 3 follow a long and complicated process that begins when a student is registered as a test taker in a state assessment system and ends with public reporting via the SPP/APR. Multiple factors are involved in this process, and regular and ongoing communication and collaboration among the various people involved can make this process easier. This suite of four resources can help states with the work. The interactive infographic provides general information about the process for a typical state.

    FFY 2020–25 Part B SPP/APR Changes at a Glance

    The FFY 2020–25 Part B SPP/APR Changes at a Glance resource is a quick overview for tracking updates to indicators in the new FFY 2020–25 SPP/APR package. For each of the 17 SPP/APR indicators, the table denotes whether there will be no changes, minor changes and/or clarifications, changes to response rates and representativeness, changes to data sources, and new components.

    The Changing Landscape of Indicator 3: Assessment and Engaging Stakeholders in Baseline and Target Setting

    During this webinar,  we reviewed the changes to Indicator 3 of the Part B SPP/APR and took a deep dive into how some states are preparing and working with stakeholders to set baselines and targets for the indicator. State panelists addressed data quality concerns due to COVID-19 closures and reopenings, as well as the 2021 testing flexibilities and how they affect setting baselines and targets. Speakers presented strategies for identifying diverse stakeholders and presenting complex data to help stakeholders understand the data. In addition, state panelists revealed their plans for working with stakeholders, including the data they plan to share with stakeholders, how they plan to present these data, what input they will ask for, and how they plan to document ongoing stakeholder input.

    Statewide Assessment: Indicator 3 Measurement Changes From FFY 2019 to FFY 2020–2025

    This resource offers a side-by-side comparison of the SPP/APR Part B indicator measurement tables for FFY 2019 and FFY 2020 to highlight  new SPP/APR reporting requirements and measurement changes to Indicator 3.  The majority of students with disabilities participate in regular statewide assessments, and a small percentage of students with the most significant disabilities participate in alternate assessments. In FFY 2020, OSEP requires states to disaggregate statewide assessment results for these two groups of students with disabilities (i.e., those who participate in the regular assessment and those who participate in the alternate assessment). OSEP also requires states to calculate a “proficiency rate gap” between students with and without disabilities who participate in the regular statewide assessment.

    Navigating Uncharted Waters: Engaging Stakeholders in Part B Indicator 3 Baseline and Target Setting

    This customizable resource includes a PowerPoint template and presentation notes that provide states with an overview of the Part B SPP/APR reporting changes to Indicator 3, which addresses participation and performance of children with individualize education programs (IEPs) on statewide assessments. The resource reviews the new requirements related to stakeholders, particularly parents, in the SPP/APR and implications for Indicator 3 and shares strategies for engaging stakeholders in the optional baseline and required target setting processes. States are able to customize the information in the PowerPoint to reflect their own contexts and to meet the needs of different audiences.

    State Determinations of Local Education Agency (LEA) Performance

    This resource provides a summary of findings from 28 states’ publicly available LEA determinations processes. States can use this resource to learn more about the data elements, calculation methodologies, and determination category criteria these 28 states used for making LEA determinations. This information can be particularly valuable for those states considering revisions and updates to their own LEA determinations processes.
