Building State Capacity About Key Measurement and Evaluation IssuesThe workshop focused on three IDC SSIP white papers: Implications of Growth Modeling for SSIP; Performance Indicators As a Tool for Measuring Progress Toward a SIMR; and Considerations for Making Changes to SIMR Baseline and Targets. During the workshop, participants were able to talk to and learn from participants from other states and provide input for the development of IDC white papers that address growth modeling, measuring progress toward a SIMR, and changing baseline and targets. The three white papers are currently in draft form and undergoing revisions based on input from the field. Published papers will be posted to the IDC Resource Library and affiliated as companion resources to the handout posted for this session.

Performance Indicators As a Tool for Measuring Progress Toward a SiMRThis presentation provides guidance on the evaluation of SSIP by differentiating between evaluating implementation and impact and reviews possible measures of progress toward achieving the SIMR. Participants discussed and provided input into development of an IDC white paper on the topic. Currently, the white paper is in draft form and undergoing revisions based on input from the field. The published paper will be posted to the IDC Resource Library and affiliated as a related resource to the handout already posted for this session.

Using a Theory of Action to Develop Performance Indicators to Measure Progress Toward a SiMRThis white paper focuses on the relationship between SSIP Phases I and II by demonstrating how the theory of action can be used to develop the SSIP evaluation plan and performance indicators that measure progress toward the SIMR.
