    Equity in IDEA Final Regulations

    The final regulations under Part B of IDEA, effective January 18, 2017, require states to address issues related to significant disproportionality in the identification, placement, and discipline of students with disabilities based on race or ethnicity.

    Significant Disproportionality (Equity in IDEA)

    These resources are a follow-up to the Equity in IDEA final regulation, which was published in the Federal Register on Dec. 19, 2016, and became effective on Jan. 18, 2017. The Q&A is a guidance document that includes questions and answers on the rule, including the standard methodology; remedies; effective and compliance dates; and a glossary of terms. It is intended to be used as a resource for states as they begin engaging with stakeholders around the implementation of the final rule. The Model State Timeline outlines the different streams of work and the timelines that states should consider as they implement the new rule.

    Equity, Inclusion, and Opportunity: Creating Educational Systems That Meet the Needs of All Groups of Students

    Many schools and districts have been identified as low performing or disproportionate because of disparities between subgroups on a variety of success measures. Other schools and districts are proactively trying to address identified success gaps. Presenters from IDC demonstrated IDC's Success Gaps Toolkit that can help schools and districts 1) prepare all of their students for success in college and careers by addressing success gaps, 2) collect and use quantitative and qualitative data for the purpose of root-cause analysis of those success gaps, and 3) focus attention on those root causes for the benefit of children and students in the lowest performing subgroups.

    Capacity Building: Drafting an Evaluation Blueprint

    In this large group panel session, staff from IDC and PBIS described their work in building capacity for and assessing state and district implementation of early intervention and special education practices. Presenters also discussed how they proceeded with evaluating the work of building capacity in selected sites. After each project presentation, a state or district professional from a selected site discussed the opportunities and challenges they experienced in building and evaluating capacity and the valuable lessons they learned.

    Examining Part C Exiting Data Variation

    Using national averages for each of the exiting categories, this white paper helps state personnel examine differences in their Part C Exiting data. The paper explores Part C Exiting data category definitions, as well as general and specific trends in Part C Exiting data. It also includes suggestions for possible strategies to improve data quality, including clarifying policies and definitions, documenting procedures for implementation of policies, and developing training materials related to reporting exiting data.
