Considerations for Making Changes to SIMR Baseline and Targets

This white paper outlines factors for Part C and Part B state agencies to consider when revising SIMR baselines or targets. This paper addresses questions Part C and Part B state agencies should ask when setting their original baselines and targets in order for the data to reflect accurately the children and families they are serving. The primary reason to revise a SIMR baseline or target is the suspect quality of the data used to set the original baseline and targets. Since states will be working on data quality for their SIMR, it is possible that, as data quality improves, the data for baselines will change, which could lead to revising targets. Some key considerations include problems with data collection methods, data reporting or system errors, changing data collection tools or methods, and data not representative of the children and families served.
