The TA guide describes the more common methods for calculating racial/ethnic disproportionality in special education. IDC revised the guide, originally published by DAC in October 2011, because of a change in SPP/APR indicators B9 and B10 to remove underrepresentation from the measure.

The TA guide can be used by state agency staff who make decisions regarding their state's disproportionality analyses and those who analyze disproportionality data or interpret the results of those analyses. Many methods for calculating disproportionality exist. Each method answers a somewhat different question about racial/ethnic disproportionality in special education. The TA guide describes some of the more common methods, summarizes the question each method answers, provides step-by-step examples of how disproportionality is calculated, and offers brief discussions of how to interpret the method and some considerations.
