State Stories: Celebrating and Supporting Improvement in Districts Identified With Significant Disproportionality
States are identifying districts with significant disproportionality and supporting them to address the root causes of the significant disproportionality. But are states seeing districts show improvement in significant disproportionality? What changes are districts achieving? How are states supporting these districts to improve the schooling experiences that lead to the identified disproportionalities and evaluate their progress? State and LEA panelists shared the small and large changes they have achieved, support strategies they have used, and lessons they have learned. Participants learned about ways states are working with districts to measure increments of change, evaluate progress, and make midcourse adjustments in policy and practice to address significant disproportionality.

Setting Baselines and Targets in a World of Questionable Data Quality
All states are developing a new SPP/APR. They may consider new baselines, as appropriate, and must set targets for results indicators. This baseline and target setting will be complicated because states collected and reported the most recent SPP/APR data available during the COVID-19 school closures, which affected the completeness, accuracy, and quality of the data. With these issues in mind, IDC presenters shared considerations for determining baselines and strategies states may use to set targets for SPP/APR indicators. Two states took a dive into several SPP/APR indicators to share their plans for setting baselines and targets and engaging their stakeholders in the process.

Root Cause Analysis: Using Data to Improve Students' Outcomes
This webinar helped states and local education agencies (LEAs) learn how to use root cause analysis to analyze their 616 and 618 data and use the results to improve student outcomes. States and LEAs should conduct a root cause analysis when these data show that some groups of students are succeeding at lower rates than other groups are. Presenters discussed how to perform a successful root cause analysis in order to identify why performance or achievement gaps are happening and prevent them from reoccurring. Staff from the South Carolina Department of Education presented on the state’s use of the IDC Success Gaps Toolkit for root cause analysis with LEAs and the solutions the LEAs implemented as a result of their analyses.

Norms of Collaboration: Strategies for Working Together Effectively in Person and Virtually
Following the norms of collaboration for working in groups can help groups accomplish their goals more effectively. Attending to the norms of collaboration takes on even greater importance as, more than ever, group members are working together in virtual environments. Norms of collaboration include behaviors such as pausing, paraphrasing, putting inquiry at the center, probing for specificity, putting ideas on the table, paying attention to self and others and presuming positive intentions. This IDC professional development experience helped attendees learn more about the norms of collaboration; how they can contribute to positive, productive group dynamics; and ways to apply the norms when working both in-person and virtually with others.

New SPP/APR Stakeholder Engagement and Data Requirements
IDC’s October webinar focused on two primary areas of change in the new SPP/APR package: Stakeholder Engagement and SPP/APR Data Requirements. Presenters helped states understand the new stakeholder engagement and data requirements and identify potential actions they can take to prepare for timely implementation of these changes. Presenters payed specific attention to data source changes for indicators 1, 5, 6, 13, and 14. In addition, participants heard state perspectives on how state staff are conceptualizing or implementing new approaches to meet the new requirements.

Let Your Data Guide You: Making Connections and Using Results From Part B Indicators 1, 2, 13, and 14
Staff from IDC and the (NTACT:C) shared resources and discussed how they support states with Part B Indicators 1, 2, 13, and 14. State co-presenters discussed how partnerships between data and program staff enhance the state’s work on these indicators. State staff shared strategies and lessons learned for translating high-quality data into effective data use to identify trends, support target setting, and select appropriate evidence-based practices as well as discussed how reviewing the results of these related indicators as a group can help improve understanding of the system and drive next steps.
